Senior Government Affairs Strategist

Judy Pal is a seasoned communications leader with more than 40 years of experience in executive management, public relations, and crisis communications for municipalities, government and public safety agencies, private sector organizations, and the professional sports and entertainment industries in both Canada and the U.S. A former broadcast journalist and news anchor, Judy has served in management and executive staff positions with law enforcement across North America and has extensive experience dealing with sensitive, image‐threatening issues including criminal conduct of police officers, international scandal, and acts of terrorism.

Judy previously served as an Assistant Commissioner with the NYPD, Director of Operations for the FBI Law Enforcement Executive Development Association (FBI-LEEDA), Chief of Staff with the Baltimore and Milwaukee Police Departments, and was a member of the command staff of the Atlanta, Savannah, and Halifax (Canada) police departments. She also worked in the private sector with former NYPD Commissioner William J. Bratton on international law enforcement and security projects with the Government of Chile and the Trinidad & Tobago Police Service.

Judy is a past president of the National Information Officers Association and has conducted image and media training for thousands of law enforcement professionals, including FBI Regional Command Colleges and public safety agencies in Canada, Chile, and Trinidad. Judy has spoken at events in Australia, Uruguay, and the Philippines. In 2022, she served as a subject matter expert on Interpol’s Major Events Expert Group in preparation for the World Cup in Qatar.

She authored Preparing for Crisis: A First Responder’s Guide to Messaging When it Really Matters, the U.S. Department of Justice Office of Community Oriented Policing Services (COPS) Strategic Communications for Law Enforcement Executives, and was a contributing editor to the U.N.-sponsored Counter Terrorism Preparedness Network in London’s Mis- and Disinformation: Extremism in the Digital Age and Artificial Intelligence in Cities: Securing our Future.

Judy began her career in professional sports, working with the Stanley Cup winning Edmonton Oilers before joining the Edmonton-based Canadian affiliate of Ogilvy & Mather as a consultant. She previously worked with Madison Square Garden as the Public Relations Director for the Hartford Civic Center, Rentschler Field, and the minor league affiliate of the New York Rangers, the City of Irvine in California Communications Director, and Global Television as a program host, anchor, producer, and reporter.

Judy holds a Master of Public Relations from Mount Saint Vincent University and earned her Certificate in Police Leadership from Dalhousie University, both in Canada.
